OCTA is the Mandatory Civil Liability Insurance for Owners of Land Vehicles. It is required for all types of vehicles participating in road traffic in Latvia.
When purchasing an OCTA policy, you are not insuring your vehicle itself — instead, you are insuring your liability as the vehicle owner for any damages caused to other people’s property (including their vehicles), health, or non-material harm in the event of a road traffic accident (RTA) involving your vehicle.
Do not confuse OCTA with KASKO!
KASKO is a voluntary insurance that covers the policyholder’s own losses in case of vehicle damage, robbery, or theft.
Driver not found responsible for the accident, for damage caused to their own person, property, or other belongings
Any passenger who was in a vehicle involved in the traffic accident
pedestrians or cyclists involved in the accident
In the event of an accident, the injured party must submit a claim to the insurer of the vehicle responsible for causing the traffic accident.
Standard contract – a mandatory policy for vehicles registered in the Republic of Latvia. The standard contract is valid in the countries of the European Economic Area (EEA), as well as in Switzerland, Serbia, and Andorra. The duration of the insurance period can be 1, 3, 6, 9, or 12 months.
Green Card – a policy required for vehicles registered in the Republic of Latvia to operate in countries that are part of the Green Card system but are not EEA member states.
Border insurance policy – required for vehicles entering an EEA country that are registered in a country which is neither an EEA member nor part of the Green Card system.
If the traffic accident occurs in Latvia, the following are not covered:
Losses caused to yourself or your property with your own vehicle in a traffic accident
Damage caused by an unidentified vehicle is not covered, unless a person — such as a pedestrian or passenger — was injured in the incident
Property damage is not covered if it did not occur at the moment of the traffic accident
Losses are not covered if the traffic accident occurred during a race, training session, or similar activity

Driver’s experience, bonus-malus rating (insurance history), and more
The premium is reduced by 40% for disabled persons of Groups I and II, as well as Group III disabled persons with limited mobility (a relevant certificate from the State Medical Commission is required). The premium is reduced by 30% for owners of tractors and trailers who are farmers, fishermen, farm workers, or agricultural entrepreneurs (exact criteria are specified by law).
Disclose full and accurate information to the insurer prior to and throughout the policy period
Follow the legal requirements of the country where the traffic accident took place when recording the incident
If the insured vehicle is deemed responsible or partially responsible for a traffic accident, the policyholder must report the incident to their insurer within 10 days. If the accident was recorded using a standardized notification form, the completed form should be submitted to the insurer.
The person no longer owns the vehicle
The vehicle was taken from the owner due to illegal acts by a third party (such as theft or robbery), and the incident has been reported to the police
The vehicle owner has ceased participation in road traffic, temporarily deregistered the vehicle, and surrendered the license plates to the CSDD
Incorrect information in the insurance policy
If a traffic accident involves only two vehicles, and both drivers agree on the accident details, with no injuries, no damage to third-party property, and the vehicles are not damaged to the extent that they cannot or are prohibited from being driven, both drivers are permitted to complete the standardized accident notification form.
In all other cases, drivers are required to notify the Road Police about the accident. If there is uncertainty about whether police intervention is needed, drivers can consult their insurance company for clarification.
